FS#1849 - enhancement security features (access/edge switches)

due to misconfiguration or missing security features we have some performance issues at the whole L2 deployment of the network in DC Jena1

this causes the following issues:

* packet loss (only sometimes)
* less bandwidth performance
* network timeout

root causes:
* dhcp broadcasts
* uni, multi or broadcast storms

resolution:
we will implement enhancements and security features step by step

Testing of the new features are in progress at selected ports.
We are now going to deployment a general policy for these enhancements.
