first step is the implementation of a minimum amount for PayPal usage of 10€ per transaction.
this change becomes in force after the next customer panel update

with the next customer panel update we will launch the new PayPal payment changes:

* TopUp the customer account
* PayPal fees added to customers transaction
* transaction fees become automatically invoiced to customer account
