FS#2435 - deployment Test and Innovation Center

We are going to deploy a new testing and innovation center to participate users to new developments, testing programs, new or unreleased products and services.

We have released the first version of ITC in control panel menu "Innovation and Test Center".

To participate to a program users need to fulfill:

* existing contract that has support for ITC
* contract was selected
* user is not excludex from new orders
* the selected contract is not in cancelled state

If users have selected a contract, the left menu becomes expanded to new ITC item below the contract section.

Please take care:
The ITC participation is connected to the selected contract. Only users with an existing contract can participate. If the parent contract becomes terminated, the ITC ceases too.

We have released the first ITC program today: Closed Betatest for new vServer Platform.

Applications are now possible for any users with an active vServer Contract.
